Theres a reason people dont put this to maps. It would be really disturbing to actually play with it..

U know motion blur I suppose. It looks cool, but in practice it would just be disturbing and annoying.

You just make it a gametype-implementable special effect. With color options. I mean, the only time I'd have it used at the moment is on item pickups; maybe a purple acid flash when someone picks up the megahealth or somesuch. Maybe the world in red when you have the warshock. I mean, it'd be pretty unique. You could use it in lots of ways.
