How to change FPS?

Im getting this weird video mode, its just that my card is really fast, its an ATI of 256MB, but I get FPS of 90~140, and its gets choppy, between those 2 rates, does somebody knows who to specify the framerate?

EDIT: Ok , Ive changed cl_maxfps"60" but, still, i get higher framerates...

you should enable vsync then.
